GetMobileFilter error (-3): Expanded file could not be opened (error=13)

Error:

User get the error when logging in ARINC FOS app (new app) while no issue in old FOS mobile app

Solution:

1) delete nofly.btr from FOS data folder and re-import

2) If option 1 does not resolve error, FOS looks for the below BTRs. From FOS server, use Pervasive center to see if any of these files are corrupt:
